I think (despite what the coat says the set bonus is) that this increases the damage of heavy ground attacks by 20% (1/5), not 5%. This is through in game testing by comparing attacks with the full set and attacks with the blue magpie mask swapped for the tusk mask, which gives the same attack but doesn't activate the bonus. It also seems to stack additively with the bonus from Blue Magpie's Daggers.
